Position Summary:
To manage the business and financial affairs of the district, under the direction of the Superintendent of Schools, in a manner consistent with the objectives and policies of the Board of Education and in accordance with statutes of the State of Wisconsin. To assist the Superintendent of Schools in providing leadership in long-range planning and day-to-day management of the district.
Essential Functions:
1. Budget Development and Control
a) Works with Assistant Superintendent of Instruction and Assistant Superintendent of Operations, controller, school administrators, and board of education to develop the school year revenue and expenditure budgets.
b) Responsible for budget development and control.
c) Prepares budget forms and solicits budget material from all budget units, and regularly meets with all district administrators regarding building budgets.
d) Develops and presents the annual district budget to the board of education for input and approval.
e) Supervise and plan for annual district audit.
2. Finance and Accounting
a) Manages appropriate board policy and state and federal directives concerning finance and accounting.
b) Signs required forms, letters, applications and reports as chief financial officer.
c) Works with the controller to establish and maintain an accurate and reliable accounting system in conformity with generally accepted accounting principles.
d) Serves as a member of board of education Facilities and Finance Committee.
3. Oversee Purchasing and Inventory
a) Interprets board policy and statutes regarding purchasing.
b) Reviews specifications for bids.
c) Works with the purchasing assistant in recommending specific products, services, methodology, and vendors to the administration and board.
d) Recommends sale or transfer of surplus materials and equipment.
e) Advertises for bids in connection with the purchase or sale of goods or properties, and receives and takes charge of such bids until the time of their opening.
4. Buildings and Grounds
a) Reviews and approves, if appropriate, requests for revisions or remodeling of sites and buildings.
b) Solicits architectural firms when necessary.
c) Periodically reviews performance of facilities management contracted service.
d) Manages the district’s real estate.
e) Prepares and maintains complete records, evidence of ownership, financial or other legal obligations, contracts, insurance, and agreements affecting school properties and alterations in such properties.
f) Maintains records of the financial history of all school properties together with appraisal of values.
g) Provides financial forecasting needed to execute the long range facilities plan.
5. Oversee Transportation
a) Coordinates district student transportation in conjunction with private contractors.

8. Personnel
a) Assists with the negotiation of contracts with all employee groups.
b) Develops financial analysis aspects of contract negotiations.
c) Oversee all District insurance policies, to include staff benefits as well as district liability policies.
d) Ensure equity practices are embedded in distributing resources throughout the district.
9. Leadership Roles
a) Serves in the absence of the superintendent as the chief administrative officer of the district.
b) Attends board meetings and attends and presides over such other meetings as the superintendent designates.
c) Acts as hearing officer for food service free and reduced lunch applications.
d) Acts as deputy clerk to the board of education and performs such duties as directed by the board.
e) Performs such other duties as directed by the superintendent of schools.
10. Development and Control of the OASD Self-Funded Health Plan
a) Oversees the financial management, compliance, and strategic planning of the District’s self-funded health insurance plan.
b) Works with human resources, the assistant superintendent of operations, and insurance consultants to develop annual plan design, contribution rates, and cost-containment strategies.
c) Monitors plan performance and utilization trends to ensure fiscal sustainability and alignment with district goals.
d) Ensures compliance with all applicable federal and state laws, including ACA, HIPAA, COBRA, and related reporting requirements.
e) Reviews and approves claims administration, stop-loss coverage, and vendor contracts in collaboration with human resources.
f) Prepares and presents regular financial and operational reports on the health plan to the superintendent and board of education.
h) Coordinates annual audits and actuarial reviews of the health plan.
i) Recommends plan modifications or alternative funding strategies to ensure equity, affordability, and long-term financial health.
Other Responsibilities:
1. KPI Responsibility – Fund Balance & Spending by Operational Area and Contracted Services.
2. The employee shall remain free of any alcohol or illegal substance in the workplace in compliance with Policy 4122.01 - Drug-free Workplace throughout his/her employment in the district.
3. All other duties as assigned (5%)
